Johnson City Commission Passes Budget with Tax Increase and Aquatic Center Funding
The Johnson City Commission approved its 2026-27 budget on the third and final reading, including a 28-cent property tax increase, with some of that money going toward a new aquatic center. The budget was approved 4-1, with Commissioner Whitney Goetz as the only opposing vote; capital projects include a new aquatics center on the Memorial Park Community Center campus. The budget will go into effect on July 1.

JCDA Budgets More Than Half-Million-Dollar Loss on John Sevier Center
The Johnson City Development Authority (JCDA) projects it will lose more than half a million dollars in John Sevier Center carrying costs over the next year, according to the organization’s budget. With the city retaining ownership, the building has become a cash drain since the city last collected rent from tenants in late 2025 — expenses are projected to average just over $72,000 a month until the property is sold, including an average of over $21,000 monthly for security on the now-empty building. The JCDA owns the John Sevier and is working with the city and a team of private-sector developers who hope to open a boutique hotel there as early as spring 2028.
